This study was led by U.S.-CREST in partnership with the Fondation pour la Recherche Stratégique (FRS) and DCI/Stratco. It contributes to joint and interagency conceptual thinking on how to better prepare, plan for and implement activities in order to enable effective transitions towards normalization.
The first part of the study discusses past experiences and current thinking in various countries and organizations : the United States, France, the United Kingdom, the European Union, NATO and the United Nations. It provides an understanding on how challenges related to stabilization and to transition of responsibilities are currently taken into account by key French partners.
The second part builds on an assessment of these approaches and offers conceptual recommendations more particularly tailored to French requirements.
